REGES-ONLINE: A Step Forward or an HR Headache? Why Employers Must Prepare Now

In an effort to modernize and digitize employment relationships, the Romanian Ministry of Labor has initiated the transition from the well-known REVISAL system to the new REGES-ONLINE platform. This change aims to simplify contract management while ensuring real-time access to employment data for both employers and employees. But will this new platform truly deliver on its promises?
Key Changes Introduced by REGES-ONLINE
Full Digitalization
Employers will no longer need to install local applications, as REGES-ONLINE will function as a centralized web-based system. This allows real-time updates and data access for labor inspectors, employers, employees, and relevant authorities.
Transparency and Accessibility for Employees
One major improvement is that employees and former employees will have online access to their employment records, allowing them to download official documents without employer intervention. While this is a welcome step toward transparency, will the system be as user-friendly as promised?
Expansion of Registered Information
Beyond the usual contract details, REGES-ONLINE will now include additional data, such as workplace type (fixed or mobile) and specific working hours distribution. These additions could enhance workforce management—provided the system is stable and well-integrated.
Implementation Timeline
The transition follows a strict schedule:
August 15, 2024: API standard publication
September 15, 2024: API testing environment launch
November 15, 2024: Web testing environment availability
December 15, 2024: Official system launch
Employers will have six months from the official launch to migrate their data. Delays in compliance could result in fines ranging from 15,000 to 20,000 RON.
Medical Leave: A Potential Pitfall?
A particularly concerning aspect of this transition is how medical leave will be handled. Under the new regulations, employers must register the suspension of an employment contract due to medical leave within three working days of receiving the medical certificate. Failure to comply could result in fines between 3,000 and 5,000 RON per case.
While this requirement encourages timely record-keeping, it also raises concerns: Will the system function smoothly, or will technical issues create unnecessary administrative burdens? Employers should not wait for a medical leave case to test REGES-ONLINE's capabilities.
